We have learned to receive all reports of counter-reVolutions in

Russia with reserve. Nevertheless, it seems to be a fact that there have been risings against the Dictatorship of the Proletariat in both Petrograd and Moscow. One report in the papers of Thursday said that the Soviet troops at Petrograd were being bombarded by the fleet which had joined the counter- revolutionaries. As most Russians are starved and habitually lack organization. it would not be surprising if Lenin once more got the upper hand. But even if this rising fails it will be followed by others.
