This is an invitation that ought to be accepted. The

Allies' terms should be agreed upon and published as soon as possible. Then we shall be ready to dictate them if Germany asks for peace suddenly. Let us not forget that Germany may make a show of giving in for the express purpose of dividing Allies who have not taken pains to define their own aims accurately. There may be peace bombshells as well as war bombshells.
