Once more, cordiality with America must be our guiding principle,

and must be applied in every line and in every word of the negotiations over the Washington conference. We are not going to throw ourselves at the feet of America, but we shall be foolish indeed if, in order to show our independence, we convince the American people that we prefer diplomatic dalliance with Japan to a firm agreement with them. There is the secret of how to destroy the Empire.
