REQUIREMENTS OF CAPITAL.

At the present moment, and largely by reason of the slackness of trade at home and the breakdown of the credit of many foreign countries, appeals for fresh capital are conspicuous by their absence, and indeed, in connexion with the progress of the War Loan conversion something like an embargo has been placed upon fresh appeals for :capital during the past month, an embargo which con- ceivably may be continued for a while longer. Never- theless, the fact remains that this country cannot progress without a constant saving of money and the reinvestment of such saving, and I believe that if prosperity is to return quickly the Government will do well to recognize the fact that capital, which in very many respects has been badly treated and set at nought for many years, should receive greater protection and greater encouragement in the immediate future.
