From Valparaiso, a vessel arrived at Liverpool brings the news

of the departure of the army of Chili against Peru, on the 16th of September. The offer of mediation by the British Govern- ment had been rejected. It was supposed that the Peruvians, under SANTA CRUZ, were well prepared to resist the invasion. One division of their army is reckoned at 15,000 men, well armed and officered.
