The Paris Tribunal of First Instance, to whom the claim

of "Prince" Louis Napoleon against the public Treasury for the sum of 1,800,000 francs, grounded on a senatus-consulte of 1810, was referred, declared on Wednesday, that it was incompetent to decide a question on which the Administrative authority could alone pronounce.
