The royal mail steamer Thames, with the West India mail,

arrived this morning at Southampton, with advices from Vera Cruz to the 1st June, Jamaica to the 4th, and Bermuda to the 20th. A report was current in Mexico, that the United States Government had offered five millions of dollars to the Mexican Government as the price of its acqui- escence in the annexation of Texas.

In Dominica, serious disturbances have taken place from the oppo- sition of the Black population to the census ; which they imagined was preliminary to reestablishing slavery. Near the town of Roseau, martial law had been proclaimed. About eight of the insurgents were killed.

From Hayti we learn, that the ex-President Herard, being deserted by his troops, embarked at Port-an-Prince on the 1st June, for Jamaica. The government of Guerrier was daily consolidating, and hostilities with the Eastern portion of Hayti had terminated.
