The reference to the Young Report was so worded as

to lead to the point that the settlement should " enable the Powers to proceed with the evacuation of the Rhineland." The next clause speaks of Naval disarmament and the conversations with the United States Ambassador, and expresses hope for an early reduction (not limitation) of armaments throughout the world. There followed an announcement of Imperial consultations about the signa- ture of the Optional Clause of the Statute of the Perman- ent Court of International Justice and the resumption of diplomatic relations with the Soviet Republics. In these matters particular. weight is plainly meant to be attached to the need of unity between the Government here and the Governments of India and the Dominions. There is, therefore, nothing unexpected foreshadowed in the sphere of foreign polities.
