Lord Randolph Churchill made an immensely long speech at Manchester

on Wednesday, the main ideas of which were that the Tory Government had managed foreign policy very well, that it had annexed Burmah, that it tried to foster British trade by orders to Consuls abroad, that it would have devoted its " reserves " to great public works in order to help the un- employed, and that it was not turned out with the consent of England, the English votes for it on Mr. Jesse Collings's motion being 220, against 185 given to the Liberals. Lord Randolph ended his speech with a strong appeal to the Moderates to join the Tories, declaring his readiness, if necessary, even to leave them the lead.
