It will be seen that this is an extremely skilful

document, as it puts on the Powers the onus of acting consistently on the principle, in which all of them (except Austria-Hungary and Germany, of course) have declared their belief, that the dispute between Austria-Hungary and Servia is not a private dispute, but concerns all Europe. At all events, the policy of Servia is now much clearer. Europe looks to Austria-Hungary for the next move, which it is hoped and believed will be reasonable and pacific. We have written fully on the subject elsewhere, and need only say here that though we fancy the war-cloud will pass, the thorny problem of the Southern Slays will remain, possibly in a more acute form than ever. Until it is solved there can be no stability in the Near East.
