T is said that the Government mean to proceed with the I Home Rule Bill more rapidly than was at first expected. No doubt they feel that " something must be done," since the condition of Ireland is what it is, and the rapid passage of the Home Rule Bill would enable them to say that something was being done. Yet no Bill is a fair alternative to keeping order and punishing crime. We have written fully on the whole subject elsewhere, but we may repeat here that, though it cannot be pretended that the Bill has many friends in Ireland, it is nevertheless a Bill which could be made the basis of conciliation and contentment if only it were accepted and worked in the right way. The sequel obviously depends more upon the Sinn Feiners than upon anybody else. They have it within their power to remove the deep and natural mistrust of Ulster Unionists.
