With all the will in the world to condemn nebulosity

in treaties, and with a mistrust and dislike equal to those of anybody else for Russian Communism and all its ways, we cannot help saying that in our judgment the Liberal Party is making a fresh mistake. To get trade going again with Russia is a matter of vital importance, and it seems to us that such peculiar and tricky people as the Russian Communists cannot quite be dealt with in a normal manner. The Treaty, as it stands, is only, as has been said, " an agreement to agree if and when agreement can be reached." There will be plenty of opportuniti:-s, therefore, at various stages for scrapping the Treaty i (as we admit is only too possible) it cannot be implemented by really satisfactory terms. The Liberals apparently want to stamp on the feeble and wriggling creature without waiting to discover whether it can be turned into a healthy and useful draught animal.
