He advised that Labour should take every opportunity, " dignified or otherwise," to bring every Trade Union the world over within the four corners of. an anti-capitalist Federation. of Trade Unions. In other words, the Third Inter- national or Communist organization would be brought in. This aspiration by the President gave great encouragement -to the Communists; who always make the most of their tactical openings and who managed to bring up the subject -two or three times during the Congress. In the end, however, the situation looked dis- tinctly anti-Communistic. The proposal to fuse Yellow and Red has been " reported to Congress " and a note made of the fact—a very important one—that the Amsterdam International (Yellow) will not admit the Reds unless they accept the Amsterdam rules and conditions.
