The bare truth is that France and Italy mean to

have their own people properly protected and not exposed to extortion and personal danger from local officials and mobs. If Britain withdrew, France and Italy would instantly declare that Egyptian promises were entirely unsatisfactory to them, and that since Britain had failed them they must act themselves. Do even the Wafd extremists who talk most wildly really want that ? We are sure that they do not.
