Breaking cover

Sir: A rare sight indeed: one of the gilded bureaucrats of our Foreign and Com- monwealth Office — the most overpaid and overstaffed in the West — actually 'breaks cover' and signs a letter. This time it is John Goulden who claims that it is untrue that the FCO 'destroyed papers relevant to the work of the Falklands Review Committee', (31 July).

We know about the significance of the

dog who didn't bark, and it also seems in- teresting that Mr Goulden kept mum when the Sunday Telegraph of 27 June (and later the Daily Telegraph) stated that 'copies of the various Foreign Office minutes and memoranda on the subject have already been destroyed'. We note that Mr Goulden only denies destroying documents relevant to the Falklands Review Committee, and of course it is the FCO who will have decided relevance. Could Mr Goulden tell us whether any Falklands documents have been destroyed, or will he prefer to keep to his normal index-linked silence?
