In the first place, industries will have to come with absolutely clean hands before they can get help. (1) The industry must be regarded as of substantial importance, either on account of volume of emialoyment or of the nature of the goods produced. (2) There must be pima-facie evidence that the foreign competition is exceptional and that by such competition employment is being, or is likely to be, seriously affected, (8) The applicant industry must show that the con- ditions in the countries from which competition comes are so different from conditions here as to render the com- petition unfair. (4) The Board of Trade reserve the right to refuse inquiry if they are of opinion that the industry is not carried on in this country with reasonable efficiency and economy, or if they think that the imposition of a duty would have bad effects on economy.
