SIR,—The letter from Robert Dalling of Rhodesia which you print

(December 31) illustrates clearly the tendency deplored by Lord Fisher recently in a letter to The Times: the tendency to speak of decisions taken in this country as expressions of Mr. Wilson's personal feelings and wishes.

Mr. Robert Dalling should have it made quite clear to him that the blocking of Rhodesian bank reserves and other measures taken against Rho-

desia were initiated and authorised by Her Majesty's Government of the United Kingdom of Great Britain and Northern Ireland and of her other territories.

You, sir, do this authority no service by your adverse comments on Lord Fisher's observations.
