The new grant will be apportioned according to a for-

mula. In the case of Counties and County Boroughs the formula will be based on : (1) The rateable value per head of the population, (2) the number of children under five years of age, (3) the amount of unemployment, (4) the varying density of the population. In the smaller areas the total grant will be a uniform amount according to the number of the population. In London the Metropolitan Asylums B9ard and the Common Poor Fund will be abolished. The larger rating areas will tend to equalize rates as far as is possible, and the whole scheme contains the possibility of ending much extravagance and many abuses. Altogether the scheme provides for a really constructive and enduring reform of local government.
