On Tuesday the Conference of Ambassadors, to whom the Armaments

Report had been referred, met only to adjourn. They asked for further information from Marshal Foch. It seems now, however, that the substance of the Report ought to be published within a few days. We trust that after publication the British Government, deprecating all attempts to obscure the real issue, will make it the prime object of their policy to see that the Ruhr Valley and the Cologne area are evacuated by August.
