I WOULD have helped Richard Branson's ideas department by putting the Tate Gallery in County Hall. Instead, its modern art is moving into Bankside power station and will be a great attraction to anybody who can find it. A footbridge, spanning the Thames to St Paul's, would tie the new gallery into the City, which might then put its hand in its capacious pocket. It is now to spend £10 million on a permanent version of its security barrier, the 'ring of bollards', hav- ing persuaded its neighbouring boroughs that it suits them too. What it needs now is street furniture that looks better than bollards. A Moore for Moorgate, a pile of bricks for Broadgate? The Tate can do no less.
