The term of service of a large section of the

Northern Volunteers expires next June. President Lincoln, therefore, on 17th October, issued a proclamation calling for 300,000 Volunteers. He threatens that unless the quota of each State is made up under this call the deficiency shall be supplied by a draught. The Democrat Governor of New York calls upon all citizens to encourage volunteering in order to avoid conscription, and the bounties given by the General Government, the State Government, and individuals will be very great. 1201. is mentioned as a sum frequently paid.
