Though there has been no official statement in regard to

the progress of the negotiations which are known to have been proceeding between the Archbishop of Canterbury and the Government on the subject of the Education Bill, there has been during the week a plentiful crop of rumours as to the matters at issue. Unless we are very greatly mistaken, a point has been reached where a willingness to make real con- cessions on both sides is all that is required in order to reach a settlement. The trouble is to get people to realise that making real concessions necessarily involves sacrifice. What they want, as a rule, is only to concede immaterial points and to be generous in matters of no moment.
