MR. FORSTER has spoken twice this week at Bradford, and once 1 at Manchester, each time on education. At Bradford on Mon- .day he defined the proper relation of voluntary agencies, such as the new mechanics' institute he was then opening, to the educational legislation of the last few years, pointing out that instead oi ren- *tiering the voluntary agencies superfluous, that legislation had made them, and made them for the first time, really useful and efficient. It was absurd to have science and art lectures for men who had never learned as childron to read and write. But the better the education the children had received in the primary schools, the better would be their appreciation of the more advanced studies of the mechanics' institute.
