The Manchester Guardian published on Tuesday a very painful narrative

Y.M.C.A., as to the atrocities committed on Persians at Tabriz some months ago, and the terrorism exercised since then. It has attracted much attention. The responsible person, it is to be noted, was a Persian—Shuja-ed-Dowleb, who was appointed Governor by the Russians. But the argument of the Manchester Guardian is that Russia, by appointing and maintaining in office such a Governor, was the real author of the atrocities, and that Great Britain, as the associate of Russia in Persia, shares the responsibility. The Governor's methods included beating men to death, sewing up the mouths of those who had spoken in favour of the Constitution, nailing horseshoes on men's feet and driving them through the bazaar, as well as bar- barities too terrible to describe. "Since last December," says the correspondent, " the life of no man who was even supposed to be in favour of the Constitution has been safe."
