Primacy regained

From Mr Frederick Forsyth Sir: Mr Jack Straw would have it that the EU needs a written constitution to 'reassure the public that national governments will remain the primary source of political legitimacy'.

The word the Foreign Secretary seeks is not 'remain': it is 'regain'. The 50 per cent mark has already been passed in the matter of the governance of the British by their two alternate governments.

For Westminster to regain its primacy would involve some revocation of competences already passed over. This would be diametrically opposed to 'acquis communauwire'. That is not on the menu. will never be, and it is another untruth from a mendacious government to pretend that it will be.
