In conclusion, Dr. Sven Hedin alludes to the inequality of

the arrangements for the common defence of the Scandinavian Peninsula. If the Union, then, is to be drastically revised, it can hardly be expected that Sweden will, "in view of certain contingencies," acquiesce in the continuance of this unequal distribution of the burden of national defence. We may note that the Crown Prince, who is also Regent, has called upon the Cabinets of the two kingdoms to enter into a friendly conference with a view of reaching a settlement. He proposed as a basis a joint Foreign Minister, answerable to both countries, and separate Consular Services, which should be under the control of the Minister in all questions concerning relations with foreign Powers.
