We are still without positive accounts from Portugal. According to

the best advices, it appears that MIGUEL has got together upwards of 20,000 men, of one sort or another, round Oporto ; and that he threatens an immediate attack. PEDRO has 13,000 troops, including the National Guard; and he can raise 1,500 more from the population of Oporto, but they are not to be depended on. The Marquis of PALMELLA is still here, endeavouring to raise reinforcements for the Army. An officer of high rank in the British service has just offered to provide 3,000 men, on very favourable Conditions, to the Emperor. There has been great exaggeration as to the number of men lately sent out : they are under GOO, instead of being 1,600 as stated in the Daily Papers.
