The Registrar-General's returns for the last quarter show that emigration
from England and Wales is decreasing, and the births in England and Wales increasing till the increase of population amounts to 750 a day—say a couple of towns like Leeds per annum. That is equivalent, as far as fighting strength is con- cerned, to the annexation of a new county the size of Suffolk every two years.
