IRELAND.
The veteran Sir Edward Blakeney is about to retire from the comma of the forces in Ireland ; a post which be has long and worthily filled,, and in which he has won the respect and esteem of all classes and parties. Lord Seaton is named as his successor.
The mortality of London has of late been high, but that of Dublin is atilt worse. Last week there were nearly 400 deaths out of a population of 260,000; a ratio more than double that of London.
