This morning (Monday), February 5th, the newspapers contain full details of the voting by cantons and the total for Switzerland: "Yes." 285,027; "No," 235,825. The polling places telegraph their totals " Yes " and "No" to the chief town of the canton, which in its turn telegraphs its totals to the Federal Government in Berne. The wish of the people is quietly and expeditiously known.—I am, Sir, &c..
