[To the Editor of the SPECTATOR.] Sin,—As a retired doctor,
who in earlier years had experience in slum life, your letters on that subject and emergency houses, together with the letter of Mrs. Sophia Baker, of Meopham, Kent, in your issue of November 29th, have much interested me. I can confirm all that she says from personal observation, and have often regretted that no Prime Minister or Member of Parliament has ever tackled the subject with a determined intention to improve present conditions. That children should. be born and reared in such surroundings is a reproach to any so-called civilized nation ; for the scenes of immorality and actual wickedness to which they are exposed can only be called disgraceful ; nor can it be surprising that they grow up as vagrants and criminals.—I am, Sir, &c., REFORMATION..
