Pauperism in Lancashire is still declining at the rate of
1,500 a week ; but the men employed on public works com- plain that they do not earn enough. They cannot, of course, expect the wages of prosperous times ' • but when set to piece- work there is a tendency on the part of overseers to be a little too economical. Fourteen shillings a week is the minimum for families which have been accustomed to meat and sedentary work in hot rooms.
