That Committee was admirably composed and examined the witnesses most
likely to give good advice on the subject. Its Report was unanimous, yet the evidence has never been published. It is not encouraging to busy public men when all their laborious efforts in Com- mittee work are wasted. It is a mystery to us why the Labour Government appointed a new Committee to go over the same ground. Cannot we have both Reports —that of the 1920 Committee as well as the one which will be produced by Mr. Justice Tomlin's Committee ? In our opinion it would be better to keep the question of adoption separate from the general problem of the protection of children. The terms of reference to Mr. Justice Tomlin's Committee have, however, been enlarged. * *
