Collusion

which may have the additional advantage of keeping terrorist action away from their own territory. Hijacking should not be treated only within the context of the Middle East dispute, but as what it IS — a threat to civilised countries which must, as you rightly point out, take action to protect them selves. Particular attention also needs to be paid to the smuggling of arms, and aiding of terrorists in other ways, by Arab diplomats working in our own and other western capitals. This may not seem to be so urgent a matter as hijacking, but the rest of the world has observed the plight of West Germany, which is corroded with terrorist organisations of every kind and which has therefore become a primary target of terrorist activity in Europe.
