The vote of censure was moved by Mr. Balfour in
the Commons on Monday. Mr. Balfour began by insisting on the great wrong done to the King by giving advice and compelling its acceptance eight months before it had to be carried into effect. The offence was further aggravated by the fact that the circumstances could not be fully foreseen in which the advice was to be carried out ; i.e., the refusal to the people of the country of the power to decide between the two Houses on the subject of Home Rule. The Government's policy was to settle deadlocks by hired voters. He admitted that there were differences in his own party as to the immediate steps to be taken in the emer- gency, but warned his opponents against thinking they could reap any great advantage from them.
