Planning blight

THE planners of the Corporation of the City of London are running down to form. They have this week blessed the plan to tack on a new top storey above the Royal Exchange. They appear content to leave Hambros' noble banking hall in the hands of a Japanese developer. I am driven to believe that they should now co-opt Peter Palumbo. At least he knows what he is trying to do.
