We have dealt at length elsewhere with Mr. Bryan's resignation

and the situation which has arisen from it The terms of the Note sent by Mr. Bryan's successor, which was despatched on Thursday from Washington, are not known, and will not be known till it has been received by the Germans. We shall be much surprised, however, if it is not found that the Note, though courteous in tone, is unyielding on the point that if there is conflict between international law and the sub- marine, international law and not the submarine shall prevail. That is, we believe, the decision of President Wilson.
