Mr. J. W. Davis, the late American Ambassador, gave an
admirable Rhodes lecture on The Constitution of the United States at University College in January last. It has now been printed (University of London Press ; Hodder and Stoughton, I s. 6d. net) and deserves to be widely read. " No man," said the lecturer, " can truly interpret the Constitution of the United States without drinking deep from the well of English History ; no one should profess himself adept in the institutions of the British Empire who is unfamiliar with the Constitution of the United States."
