Sir SAMUEL WHALLEY has written a letter to the Morning

Herald to explain the reason of his refusal to pay the demand of the returning- officer for. the expenses of the last 14Iarylebbne election. He says that the demand is a questionable one, and is objected to by all the parties : he paid it at the previous election, but his Committee will not allow hitivto so do again. He also declares that he intends to defend his re- turn. [We did not observe this explanation in time to enable us to qualify, at the proper place, the statements which appear in a preceding column.]
