A letter from Madrid, dated August 3d, in the Courier
of this even- ing, mentions that the troops sent by the Spanish Government against the insurgents of Malaga, had been ordered back to the capital, in con- sequence of their "disaffection." It is also stated, that not only the forces in the provinces, but even the Household Guards, are with the Constitutionalists. Rumours of a new Ministry, with ARGUELLES and MENDIZABAL for its chiefs, were prevalent in Madrid.
