The Gazette of yesterday week contained two Proclamations signed by

the King at the Council held at Sandringham on the previous day. The first forbids the importation into Ireland of arms and ammunition, except such as are intended solely for sport or for mining or any other unwar- like purposes. The second prohibits the carriage coastwise of arms and ammunition, with the same exceptions. The Proclamations have been received with comparative indifference in Belfast. While Unionists are inclined to welcome the Proclamations as a public recognition by the Government of the serious condition of affairs in Ulster, there is a general impression that as against the North the Proclamations are belated.
