Another very important statement was that the plans for the
naval base at Singapore will be proceeded with. On the whole we regret this decision, though we know that there is a good deal to be said on both sides. No doubt the expert advice of the Admiralty has carried the day. A consoling point is that there was never any real danger that the Singapore policy would be misundeistood by America. The policy was plainly stated and • aecepted,s if not approved, by the American Government at the time of the Disarmament Conference at Washington.
