Mr. Chamberlain, on Thursday, delivered a spec ch at Birming-

ham on constructive policy, on which we cannot as yet comment at length. He is practically in favour of an Eight-hours Bill when possible, of the restriction of alien immigration, and of two very large schemes of expenditure,—one State-aided pensions for the aged poor, and the other State-aided rehousing of the poorest class. We approve both schemes. if they can be carried out without great additions to taxation, but as yet we are not satisfied on that point.
