The result of the primary elections to the Duma has
so far been a triumph for the Opposition parties. In Moscow the official count shows a majority of nearly two to one for the Constitutional Democrats, while the elections give them and their avowed supporters one hundred and fifty-two out of a total of two hundred and fifteen seats. If the previous proportion be maintained, the Constitutional Democrats may count on electing nearly half the Duma, exclusive of their progressive allies. The Czar, it is reported, fully realises the significance of the elections, and has refused to receive any more reactionary deputations ; but the official organs of the bureaucracy continue to belittle the triumph of the Constitu- tional Democrats, informing the Deputies that they are merely guests, who can be turned out if they misbehave.
