IS Nigel Lawson the revenue-raiser taking his cue from a seldom-praised Chancellor, Winston Churchill? In one of his Budget speeches in the 1920s, Churchill paused to drink from a glass containing an amber liquid. Thus fortifying himself, he ex- plained: 'I am fortifying the Revenue.'
