Prince Billow, whose position vis-a-vis with the Emperor is generally admitted to be seriously com- promised by his speech, did not intervene in the debate ; but the maiden speech of Herr von Kiderlen-Witchter, the acting Foreign Secretary, was greeted with loud laughter from all sides of the House.
