The Portuguese Cortes are wasting time in angry and profitless
discussions. When the last accounts were despatched, Caa- VALHO'S budget, and bill for the sale of Church property, had made no progress. It is feared that the different members of the Cabinet do not work well together ; and that PALMELLA and VILLA REAL are jealous of CARVALHO'S superior popularity, and endeavour to annoy him by throwing back his measures of reform.
