The decision of the Stock Exchange has given great satis-
faction to stockbrokers and stock-jobbers and to the City generally. It is to be hoped, however, that rules will now be made which will prevent further scandals of this kind. We are bound to say that to the lay mind the transactions involved in the " making of a market " seem to be tainted, ab initio, or at any rate are liable to be tainted, with what is in effect bribery and corruption, and, what is more, the bribery of persons who are acting, or may be called upon to act, in a semi-fiduciary capacity.
