THEmost important, and also the most unhappy, event of the week has been M. Briand's speech in the League Assembly at Geneva. Germany, we think, is entitled to say that the continued occupation of the Rhine- land is inconsistent with Locarno and with the Pact of Paris. It may even be said, as we have pointed out in a leading article, that it is inconsistent with one of the clauses of the Treaty of Versailles, for Germany has already given all the pledges which the occupation was designed to exact. The Dawes Scheme is not a mere unilateral under- taking by Germany from, which she might easily with- draw, but is an international structure internationally sanctioned. We do not believe that our own Government approve of the attempt by France to make. money out of a withdrawal from the Rhineland,. but by, not openly disapproving they in a measure consent.' At all events other countries interpret French policy and British.policy as being identical.,
