to succeed M. VAN ZUYLEN, has arrived, and paid his first visit to Prince TALLEYRAND. There is no reason to believe that he brings any conciliatory proposition from the Hague. The latest accounts from Holland mention, that at Rotterdam and Dort great prepa- rations were making to equip vessels of war.
